As Russia continues to engage in destabilizing activities on NATO’s Eastern Flank, the geographic scope and number of non-kinetic attacks that lie below the Article 5 threshold has increased in recent years. While NATO has responded with a number of counter measures in addition to shoring up its conventional military presence on the Eastern Flank, the question still remains – whether these steps are effective in deterring Russia’s hybrid attacks on NATO and its member states. The next Roman Banya meeting will explore the evolution of Russian hybrid aggression and seek to identify approaches that have been effective in countering and deterring hybrid attacks. This is a virtual meeting that will take place on Thursday, September 30th, from 14:45-16.15 CET. It is invitation only. As with previous Roman Banya workshops, the participants are made up of security and regional experts. The discussions, under the Chatham House rule, will inform NDC’s ongoing research in preparation for the new Strategic Concept.
